Building Safety Inspection Program
Building Safety Inspections
Broward County’s Building Safety Inspection Program (BSIP) and Florida’s condominium milestone inspections: what they are, where the rules live, and where to find the forms.
Building Safety Inspection Program (BSIP)
Broward’s long-standing program requiring periodic structural and electrical inspections of older buildings (formerly called “40-year recertification”). It is set out in the Broward County amendments to the Florida Building Code, Chapter 1, Section 110.15, and administered under BORA Board Policy 05-05.
- Inspections are done by a Florida-licensed engineer or architect
- Reports are filed with the building official of the city or county where the building is
- BORA publishes yearly lists of buildings that are due
Milestone Inspections (s. 553.899, F.S.)
Passed after the 2021 Champlain Towers South collapse in Surfside. Condominium and cooperative buildings three stories or taller need a milestone structural inspection as they age, and again on a recurring cycle, with a Phase 2 inspection when Phase 1 finds substantial structural deterioration.
- Applies statewide, in addition to local programs like BSIP
- The building official sends the notice; the association hires the engineer or architect
- Associations must share the summary with unit owners
